Isaac Newton Franklin was born about 1844 in Loudoun County, Virginia to William S. and Mary J. Franklin.[1]
He married Barbara Ellen Burch, daughter of Lewis D. and Martina Burch, on 25 Mar 1869 in Loudoun County, Virginia.[1]
