Biography
William[1] Oscar Franklin was born 11 Jun 1882 in Mississippi[1][2][3] to Victoria Franklin.[4]
In 1918, when he registered for the draft during WWI, he was described as being of medium height and build with dark hair and dark eyes.[1]
