Arter was born in November 1887 in Pulaski County, Kentucky.[1] He is the son of William Carringer and Sarah E Freeman. He passed away in September 1991 in Fayette County, Kentucky.[2]
Arter married Sallie Ann Freeman about 1906/7 in Pulaski County, Kentucky.[3]
