Elmer was born in Union Township, Boone County, Iowa, on February 5, 1890.^{[1][2][3][4][5][6][7][8]}

He married Vallie Kenyon on July 14, 1920 in Dallas County, Iowa.

He followed a successful farming career in Dallas County and later retired and lived with his daughter in Lincoln, Nebraska.

Elmer died in 1986 in October 11, 1986 in Lincoln, Lancaster, Nebraska^[9] and is buried in Perry, Dallas, Iowa.
