George Fulford was born about 1842 in Nassau, Bahamas to William Henry Fulford and Susan Frances Kelly Fulford.

He emigrated to Key West, Florida with his widowed mother, Susan, on the Schooner Clyde in 1853. In 1860, he was a blacksmith apprentice residing with Susan and her second husband, Peter T Williams. He later became a carpenter.
