William was born in 1839[1] in March, Cambridgeshire, England. He was the son of Firman Fuller and Eliza Reeves and was baptised in March in 1845.[2]

The family lived in the village of Doddington, Cambridgeshire, in 1841[3] but they had returned to March by 1851. William's father was a veterinary surgeon.[4] In 1861 William worked as a "veterinary assistant",[5] perhaps helping his father.

William married Emma Ogden in Shoreditch, east London, in 1862.[6]

In 1869 William married Sarah Bullock (née Mann) in Islington, Middlesex.[7][8] In 1871 the family lived in Mildenhall, Suffolk, where William was working as a veterinary surgeon.[9] By 1881 William had become a hotel-keeper and the family lived in Chelmsford, Essex.[10] William and Sarah were divorced in 1884.[11]

A SOUTHEND CASE IN THE DIVORCE COURT. FULLER v. FULLER.
In the Probate and Divorce Division of the High Court of Justice on Monday the case of Fuller v. Fuller came on. It was a petition presented by the wife praying for restitution of conjugal rights. The respondent, Mr William Reeves Fuller, resisters the decree, and alleged cruelty on the part of his wife, he seeking for a judicial separation…
Mr William Reeves Fuller said he was married to the respondent in August, 1869, she being a widow; he was a veterinary surgeon; at the time of the marriage the respondent kept the Bell Hotel, Mildenhall, Suffolk; the marriage did not turn out happily; they quarrelled and the respondent threatened to kill him with a poker; they left the hotel, but lived at York-terrace, Mildenhall, for two years; after that, in 1879, they took the Saracen’s Head Hotel at Chelmsford; here the bad conduct of the petitioner continued, and she continually insulted him before the customers; they left the Saracen’s Head and went to the Royal Hotel at Southend; here the quarrels became worse, and one occasion the petitioner took a hot roly-poly plum pudding and threw it at his head… [12]

William lived on Haymarket in Leicester, Leicestershire, by 1891, continuing in the hotel business. He was said to be married;[13] Sarah, his wife, lived with her children in Fulham, London, on her own means and was said to be a widow.[14] She died in the first quarter of 1899 at the age of 69.[15]

William married Ellen Mary Berridge in Essex in the same quarter.[16] By 1901 William had retired and the family lived in Peterborough.[17]

William died in 1901 at the age of 61.[18]
