George was born in 1864[1] in Chatteris, Cambridgeshire, England, where he lived with his parents, Andrew Fuller and Elizabeth Holmes.[2] In 1881 George was a cabinet maker's apprentice.[3]
At the time of the 1901 census he boarded with the Silverwood family in Hackney, London, while working as a cabinet maker.[4] By 1911 George lived alone in St Luke's, London.[5] He lived on Percival Street in Finsbury, north London, in 1939.[6]
