Florence Gallagher was born 30 May 1892 in Winthrop, Maine. Her parents were Daniel Gallagher and Evelyn Gallagher nee Ladd. Her father Daniel was born in Lawrence, MA and was a laborer. Her mother was born in Mount Vernon, Maine (according Evelyn's death certificate)

In 1910 she was recorded in the US Census as living in Wayne, Maine.

In 1911 she married Walter Elergy Frost in North Monmouth, Maine.
