William was born in 1868 in Manchester, Son of John Galloway and his wife Mary Ann Hall Crippin.^{[1] [2][3]}

He went to Wellington College and then to Trinity College, Cambridge.^[1]

He was Member of Parliament for Manchester South West from 1895-1906.^[1]

He died in 1931 in Marylebone but is buried in Weaste Cemetery, Salford.^[4]
