It says simply "Thomas of Thomas ye Apostle and Elizabeth Williams of ye same"
Peter Ganniclifft suggested that this Thomas was "Quaker Thomas". However, this is looking a bit doubtful since this must be this Thomas:

And does this record pertain to him? This refers to the renting of Pews in the Chapel in St Aubin St, in the port (part of the parish of Stoke Damerel).
