Garber, 63, of 12137 Blue Ridge Court died Friday in Waynesboro Hospital.  He was retired from the Waynesboro Record Herald newspaper, where he had been the editor. He was a 1949 graduate of Juniata College and had a master's degree in mass communications from Shippensburg University, where he was a part-time journalism professor.  He was a member and elder of Waynesboro Presbyterian Church and served two years on the Borough Council. He was past president of the Waynesboro Lions Club, Waynesboro Chamber of Commerce, Franklin County Tourist Council and Waynesboro Pony League. He had been chairman of fund-raising campaigns for the Waynesboro United Way, Waynesboro Presbyterian Church and Waynesboro Development Corp.  Surviving are his wife, Phyllis R. Rhone Garber, and a daughter, Beth N. Garber-Fie of Johnstown.  Services will be held at 7 p.m. tomorrow at his church. Private burial will be in Middle Spring Presbyterian Church Cemetery, Middle Spring.  Memorial contributions may be made to Alexander Hamilton Memorial Free Library, 45 E. Main St., Waynesboro 17268, or to the American Lung Association, 123 Forster St., P.O. Box 1632, Harrisburg 17105-1632.  Arrangements are being handled by Grove Funeral Home.
