Walter was fourth child of Alfred and Jennie Garratt. Following graduation at Milestone High School, Walter began farming with his father. He deliverd milk around town, in a horse drawn buggy, on a twice daily basis. He also assisted the Turners at the local post office. He was lead cornet player in the Milestone Band. In 1941, Walter enlisted in the Royal Canadian Army and served 5 years in the Postal Corps, in England, Italy, France, Belgium and Holland.
In 1946, Walter married Dorothy Howard of Lang. Walter then farmed with his father Fred and brother Charlie. When Walter's parents Fred & Jennie retired and moved into town, Walter and Dorothy lived in the 'big' house just outside the town proper. When Walter retired in 1977, he and Dorothy built a home, in Milestone, just across the alley from Fred and Jennie. Walter and Dorothy's family: Ross Garratt, born 1948 (died age 3); Gail Garratt, b: 1950, married to Gerry Thompson; Ann Garratt, b: 1952, married Robert Bishop.
