Ruth was born in Oklahoma in 1902 to Samuel Garrett and Cora Belle Orteg. She married at age 23 to John Arthur Fowler. Between 1927-1928, her husband moved the family to Texas, where she remained the rest of her life. Ruth passed away in 1997 at 94 years old.
