Glasgow-822 and Glasgow-1221 do not represent the same person because: Glasgow-1221 is unsourced, and there is nothing definite to connect him to Glasgow-822. Also Glasgow-822 was born in Ireland (see 1850 census), whereas Glasgow-1221's family seems to be in Scotland.

Glasgow-822 and Glasgow-1221 appear to represent the same person because: Birth fits and William Glass's brother was a notable covenanter (hence the name change)
