Thomas was born in 1852 in Knowsley, Lancashire. He was the son of William and Isabella Glover. He was christened on 31 Mar 1852 at the church of St Mary the Virgin in Prescot, Lancashire; his father's occupation was recorded as miner, and the family's address as Knowsley.
Thomas married Fanny Siddons in 1871 in West Bromwich district.
Thomas worked down the coal mines of Lancashire from the age of 10 and he remained connected to the coal industry for all of his life. From 1905 until his death in 1913 has was Treasurer of the Lancashire and Cheshire Miners' Federation.
Thomas was one of the 29 Labour MPs elected at the 1906 general election.
He was elected as the MP for St Helens at the 1906 general election, defeating the sitting Conservative Party MP. Re-elected in January 1910 with a reduced majority. At the December 1910 general election he was defeated by the Conservative candidate.
Thomas died on 9 Jan 1913, aged 60; his address at the time was Prescot Road, Cropper's Hill, St Helens. He has a memorial in St Helens Cemetery, where he was buried.
