Cleo was born in Franklin County, Georgia in 1891. She was the daughter of John Goodwin and Francis Chastain. She married Claude McCoy about 1906. They had no children. She passed away in 1940 at 44 years of age. She is buried at New Prospect Baptist Church in Anderson, South Carolina.
