William J. Gragg Jr. was born about 1760, probably in Augusta County, Virginia, the son of William Gragg Sr. and his wife Mary Dunkle.[1][2]

On 4 March, 1793, he bought 120 acres of land on Seneca Creek, in Pendleton County, near his father,[1] who had settled about 1777 on the plateau between the mouth of Seneca and Roaring Creek.
In 1794 William Gragg was a Captain in the Virginia State Militia, his district being the Lower North Fork Company, with his Lieutenant Thomas Gillespie. In 1793, officers of the Forty-Sixth Regiment of militia Company Officers of the Second Battalion included Captain William Gragg.[3]
He married Peggy Henchel.[1]
He may be the same William Gragg who was Sheriff of Pendleton County in 1800.[3]
