James Haggard was born about 1772 to Henry Hazelrigg Haggard and Dorothy 'Dolly' Randolph.
His family moved from Albemarle, Virginia to Sevier County, Tennessee after the Revolutionary War.
In 1790 James moved from Tennessee to Fayette County, Kentucky.
James married Mary Matchley about 1801. They had the following children:

Atchley Haggard
Pollyene Haggard
Mary Haggard
Porter Haggard
Jackson Haggard
James Haggard
Noah H Haggard
In 1821 James moved from Fayette County, Kentucky back to Sevier County, Tennessee.
James passed away about 1851.
