Wardmaster Lieutennnt Victor Allan Haines, of Neutral Bay, Svdney, is an Englishman and joined the Royal Navy in 1913. Five years later he transferred to the R. A. N. By 1924 he was a sick berth chief petty offi- cer and he became an acting warrant wardmaster in 1927 and a commissioned wardmaster in 1935. In April last he was promoted to wardmaster-lieutenant.
