Thepeerage.com uses Captain as his title, but most other sources call him Lord as the son of a Duchess (or as First Naval Lord). He went on half-pay in 1708 & his HoP article has a paragraph about the weird circumstances of his non-promotion to rear-admiral. He was appointed a lord of the Amiralty in 1729 and was First Naval Lord from 1733-1738.
