Edward Harley, named after his father, was the son and heir of Edward Harley 3rd Earl of Oxford, Earl Mortimer, and Martha Morgan-Harley daughter of Welsh Politian, William Morgan.
He was born on the 2nd September, 1726 at Westminster, London, England.
He was destined to succeed his father in the Peerage titles and lands held by the Harley family at Brampton Bryan, Herefordshire, England. To this end, he was educated at Westminster School (1735–44); and then Christ Church, Oxford, graduating with a Doctor of Civil Law in 1748. [1]

He had no children, his titles passed to his nephew Edward Harley.
Lord Edward Harley, 4th Earl of Oxford, Earl Mortimer and Baron Harley, to give him his full title, died on the 11th October, 1790 and was buried on the 21st October, 1790 at Brampton Bryan, Herefordshire, England.[2]
