Frederick was born in 1864. He was the son of Frederick William Harris and Elizabeth Rachel Wylie.
In the 1881 census Frederick (age 16), Scholar, was a unmarried nephew in Leighton Buzzard, Bedfordshire, England.[1]
Frederick married Gertrude Richardson on 30 September 1886 in the Lurgan Superintendent Registrar's District in a Quaker ceremony.[2][3]
On the record, Frederick is described as a ship owner, as is his father. His father-in-law, John Grubb Richardson is described as a linen manufacturer.
He was elected to Parliament as a Conservative for three different constituencies; Tynemouth 1900-1906; Stepney 1907-1910 and East Worcestershire 1914-1918. He was briefly in the government as a parliamentary secretary (junior minister), and became a Privy Counsellor in 1916. He was in line to be selected for a new constituency following the abolition of East Worcestershire but withdrew his candidacy following a scandal concerning his wife's visit to a German baron during the war against Germany. He and his wife withdrew from public life thereafter.
Frederick died on 14 November 1926 and his estate passed probate on 15 February 1927 in Middlesex, England.[4] His beneficiary was Peter Edward Clement Harris (son of his brother Austin).
