Noah was born in 1803. He was the son of Mahlon Hartley and Charity Scarborough. ^[1]

Noah married Milicent Hall, daughter of Isacc and Mary Hall of Leatherwood, Ohio ^{[2] [3]}

He entered into eternal rest in 1889. ^[4]
