William Hawkins was born at Witney in Oxfordshire, probably in early 1828. William was baptised at Witney parish church on 10 February 1828, as the son of James (a tailor) and Hannah Hawkins, of Witney ^{[1] [2] [3] [4] [5]}

His father died in 1839.

In 1841 William Hawkins was living at Curbridge in Oxfordshire with Sarah Arnold (a widow), Hannah Hawkins (who is presumably his mother) and Hannah's other children. His age was given as 13, implying a birth date in 1827 or 1828. ^[2] (Hannah Hawkins was born Hannah Arnold; her mother's name was Sarah.)

In 1851 William Hawkins was living at Curbridge with his step-father Joseph Wood, mother Hannah Wood, and Hannah's other children from her first marriage.
