Elizabeth was born before 1695 in Westmoreland County, Virginia. She may be the daughter of John Higgins, although this has not been documented.

Elizabeth was appointed Administrator of the estate of her husband Richard Milton/Melton about September 1734. After submitting an inventory of the estate in 1734:
In Will Book "C", p.51., 18 June 1735. "Elizabeth Higgs (apparent widow, remarried) returned this additional inventory and appraisment of the estate of Richard Melton, deceased."
which were not set down in the inventory and pd as follws unto Elizabeth Melton, his widow.,
