Frances was born the second child and daughter of Captain Joseph and Hannah (Pearl) Hill in 1812. She was born in New York City. When only four years old both of her parents died in 1816. She and her siblings were raised by relatives, most likely members of their mother's family.
At some point prior to 1828 it is believed both Frances and her older sister, Caroline, moved to Mississippi where their mother's sister, Isabella (Pearl) Sheriff was residing with her husband, Captain George Sheriff, in Hancock County. Caroline married in 1828 while Frances would marry on October 18, 1832, to Theodore George Nixon, the son of Gen. George Henry and Rebecca (Bracey) Nixon, in Marion County, Mississippi.
Frances and Theodore would have a large family of children as follows:

Mentoria (Nixon) Seal (1843–1870)

The family would move around in the Mississippi, Alabama and Louisiana areas over the years based upon where the children were born.
Theodore volunteered to fight for the Confederacy in 1961. He became ill and died while in an army hospital in around 1863.
Louisa would raise her youngest children alone and eventually moved to Lake Charles, Louisiana to live with her daughter Rebecca. This is where she died in 1904 at 92 years of age. Her body is buried in the Orange Grove Cemetery in Lake Charles, Calcasieu Parish, Louisiana.

Frances Louisa Nixon, 91 years of age, died at the home of her daughter, Mrs. R.V. McKensie on Lawrence street after 4 or 5 days illness of pneumonia. Mrs. Nixon was born in New York state, January of 1813. She moved to Alabama where she married and spent the greater part of her life. About ten years ago she moved to Lake Charles to be near her children. She was a member of the Baptist church all of her life.
Four of her children survive her; Mrs. McKenzie, Joseph and Darrington Nixon of this parish and Mrs. M.E. Spires of Alabama. Funeral services will take place at the residence, interment at Orange Grove cemetery." Lake Charles Daily, Feb. 1904
