Arthur Hobhouse was the 8th of 9 children born November 10, 1819, a son to the Rt. Hon. Henry Hobhouse and Harriet Turton in Pitcombe, Somerset, England. He was baptised September 28, 1820 in Pitcombe.
He was educated at Eton College, Windsor, Berkshire.

He graduated from Balliol College, Oxford University, Oxford, Oxfordshire with a Master of Arts (M.A.).
He was a practising Barrister-at-Law in 1845 and on August 10, 1848 he married Mary Farrer, daughter of Thomas Farrer and Cecelia Willis, at Christ Church in the parish of Pancras in the County of Middlesex.

Appointment to the Queen's Counsel (QC) came in 1862 with the privilege of sitting within the inner bar of court, conferred by the Crown.
He became ill in 1866 and left his practice, accepting the appointment of charity commissioner, in which he helped regulate the registered charities in England and Wales.
Active in administration he was also part of advocating a reform of the law governing charitable endowments. The Endowed School Act, 1869 was a first step and much more was accomplished, which included serving on the royal commission on the operation of the Land Transfer Act in 1869.
In 1871 the House of Lords rejected a remodeling project for the Emanuel Hospital in Westminster. He found the controversy over it distasteful, which led to his resignation in 1872, succeeding Sir James Fitzjames Stephen as law member of the council of the Viceroy's Legal Council in India
On the conclusion of his term of office in 1877 he was made a K.C.S.I. (Knights Commander of the Order of the Star of India) and C.I.E (Companions of the Order of the Indian Empire). Both Arthur and Mary became members of the National Indian Association on their return to England in the same year.

The Baron died at his London residence, 15 Bruton Street, Mayfar, on December 6, 1904 and was cremated at Golder's Green.
As they had no children, on his death, his title became extinct.
