North Dakota became a state in 1889, and in 1893 a state law was enacted requiring government registration of births. This law was repealed in 1895 and then reenacted in 1899. John E. Hoff was born in 1897 during this gap in birth registrations, so his birth was not registered. Throughout his lifetime, he created various documents with the Social Security Administration, draft board registration for WWI and WII, 1900 U.S. Federal census, etc. consistently providing 25 August 1897, Fargo, Cass County, North Dakota as his date and place of birth and Edward and Edith Hoff as his parents.
