Victor Spencer Huggins was born in Halifax, Nova Scotia in 1906. He was the son of Charles Edward Huggins and Bessie Spencer.[1]
Victor's father died in his forty-fifth year in 1912, having caught scarlet fever after nursing his young sons through the same malaise.[2] His mother remarried in 1916, but succumbed to encephalitis in 1919, aged forty-three years.[3]
Victor, who was twelve years old, and his older brother, Charles, went to Parrsboro to live with their maternal aunt, Emily Cook.[4]
After completing his medical training at Harvard, followed by internships at the universities of Michigan and Cincinnati, Dr. Huggins entered into private practice in Evansville, Indiana.[5]
On the 1st February 1938, he married Katherine Chamberlayne Harvie, M.D., in Richmond, Virginia.[6][7] The marriage was noticed in The Ottawa Journal (Ottawa, Ontario):

Victor's wife, Katherine, died in Evansville, Indiana on the 8th February 1977, aged sixty-seven. Her body was interred in Sunset Memorial Park Cemetery.[9]
He remarried to Grace Elizabeth Eisterhold, née Helfrich, widow of Dr. John Eisterhold, on the 17th July 1978.[10]
