Isaac was born in North Carolina and he moved to Clermont County Ohio with his parents and siblings. He served in the War of 1812 alongside his brother James Hughes. He left Ohio for Illinois with his son-in law John H Elliott and settled in Princeton where he died in 1860.

"Died" "In this town [Princeton, Bureau Co, Illinois], on the 11th inst., Isaac Hughes, in the seventy-first year of his age."
"Mr Hughes has been well-known in this county for many years. For some months before his disease, he suffered much from an affection of the kidneys which finally carried him off. He was a man of plain speech, kind and affectionate heart; and respected by all who knew him. The deceased left a wife and six children to mourn his loss. Man, like the flower of the grass, is soon cut down. 'Our fathers, where are they, and the prophets, do they live forever?'"
