Frank was born in 1898, the youngest of 9 children born to Thomas and Elizabeth Hughes. [1][2][3][4]At the time of his birth the family were living in Catherine Street, Warrington and Frank was christened at St Paul's church, Warrington on 30th October 1898, his father was an iron puddler[5]
He attended Heath Street School[6] and became a wire drawer before being mobilised for the First World War in February 1917. He served first with the Worcester Regiment but was transfered to the Royal Engineers with the 7th Indian Division Signal company as a telegraphist and signals master. He was demobilised on 2nd March 1920[3]
By the time of the 1911 census, Frank's family were already living at 34 Bewsey Street[2] and in 1923, he married the girl next door, Ethel Hazlehurst from no. 36 Bewsey Street.[6] At the time of his marriage and the christenings of both his sons, all at St Pauls church Warrington, Frank's occupation was given as labourer.

At the start of World War II Frank's occupation was listed as a warehouseman[4]
though he signed up to join the fire service and after being located to duty in Weymouth found himself working on the fireships because of his signalling knowledge as related to Gwyneth Taylor by Frank himself.
When Ethel was taken ill in 1977 and Frank was struggling to care for her, they moved in with Frank and Eileen, their son and daughter in law, whilst newly weds granddaughter Gwyneth and her husband, moved in to take care of Frank and Ethel's home. Ethel died shortly after and Frank stayed with his son and daughter-in-law until he passed away, on 12th December 1981. His funeral took place on 16th December when he was buried with his wife at Fox Covert Cemetery (Section CG A, Grave 188).[8]
