Vincent Richard Impellitteri was an American politician and judge. From 1929 to 1938 he was a state Assistant District Attorney. [1] He clerked for two Supreme Court Justices, Petre Schmuck and Joseph A. Gavagan. [2] He was elected, as a Democrat, as president of the City Council in 1945, then reelected in 1949. [3] Mayor William O'Dwyer resigned in 1950 to accept the Ambassadorship to Mexico and Vincent became the acting Mayor. [4] [5] He lost the Democratic primary for a full term in 1950, but ran on a new ticket, the "Experience Party," and won. [6] He again lost in the Democratic primary for reelection in 1953 and became a judge in 1954. [7]

Early Life

Vincent was born in Isnello, Sicily on 4 February 1900. His parents were Salvatore Impellitteri and Marie Cannicci, as named on his marriage record. [8] His family moved to the United States when he was but an infant. They settled in Connecticut, which is where he grew up. He served in the United States Navy during World War I and he became a naturalized citizen in 1922. He received a law degree from Fordham Law School in 1924.

Marriage

Vincent married Anna M. Hinkley on 3 May 1920 in Detroit, Michigan. [9] This marriage ended in divorce, finalized on 30 June 1926. [10] There were no children. [11] He married Elizabeth Agnes McLaughlin almost two months later on 21 August 1926 in Poughkeepsie, New York. [12]

Organized Crime

There are conflicting reports regarding his Mafia connections. He was added to the Democratic ticket for Mayor on the advice of Representative Vito Marcantonio, but it was thought that the real force behind his candidacy was gangster Tommy "Three-Finger Brown" Lucchese. [13] At the time, Lucchese was head of a major crime family.
