Charles was born in 1883 to Charles Wesley Ivey Sr and Sarah Jane Alexander. He had at least 3 siblings: Marion E, Oria Odford, and Lillian M.

He married in 1903 to Edith Edna Parkinson, daughter of John Macluhen Parkinson and Emma V Beebe. He was about 19 years old. They had 2 children together:
