Philip was born in Chacewater, near Truro, Cornwall in 1836, and baptised on 5 February 1837 in Kenwyn, Cornwall, England, the son of John Jacka (miner) and Mary Oats residing in Sevoak.[1],[2]
His was the youngest child of his father, his full siblings were:
John Merrick Jacka was baptised on 24 July 1831 in Kenwyn, Cornwall the same day as his sister Ann Maria, the children of John Jacka and Mary Merrick, his father’s occupation at the time was a miner.[3]

[research note it is inferred that Philip was a Copper Miner in this census, however, this is not clear as the same ditto mark is repeated for both his mother and his younger half brother both of whom are probably not copper miners. Looking at other ditto marks used on previous pages they could have been used to indicate that Philip, his mother and half-brother where the sons and wife of a copper miner. It is also possible that Philip was a miner or in his last year of school.]
Philip arrived in Melbourne in 1856 and went to the goldfields around Ballarat. In November 1857 and Mar 1858 his name appeared in the Unclaimed Letters list for Castlemaine.
He married Jane Treloar 15/3/1860 in South Australia.[10]
On the 15th March, by licence, by Mr. James Roberts, Bible Christian minister, Mr. Philip Oates Jacka, to Miss Jane Treloar, youngest daughter of Mrs. Treloar, Allen's Creek, Kapunda.
Phillip Jacka was a Freemason.
Philip, Storekeeper, was initiated as a freemason at the age of 31 on 28 September 1868 into the The Union Lodge in Kadina, South Australia and then moved to The Duke of Edinburgh in 1869.[12][13]
In the 1875 Philip was working a storekeeper and living in Moonta.[14] Soon after he left Moonta after running a business there. His premises comprised two shops, two dwelling homes, bakehouse, storehouse and stables.
By January 1879 he was a farmer at Mount Remarkable and was paying a distribution on his debts from his storekeeping business in Moonta.[15]
At the time of his death he was running the business P. O. Jacka & Son General Storekeepers at Willowie and Port Broughton with his son. He was also the Postmaster.
He was Vice President of Willowie Cricket Club.
He died on 6 December 1895: JACKA.—On the 6th December, at Willowie, suddenly, of heart disease, Philip Oates Jacka, aged 59. Regretted by a large circle Of friends. " He being dead yet speaketh." Broken Hill papers please copy.[16]

LATE MR P. O. JACKA
Mr P. O. Jacka, J.P., who died suddenly on Friday was widely known and highly respected, and will be greatly missed in the neighborhood, says the Willowie correspondent to the Register. There survive him a widow, one son, Mr W. J. Jacka, who was in partnership with his father and who is carrying on business at Port Broughton, three daughters, Mrs Richardson of Halbury, Miss A. Jacka, and Miss M. Jacka, and one sister, Mrs Thomas, of Bald Hills, near Moonta. The deceased was born at Chacewater, near Truro, Cornwall, in 1836. At the age of nineteen he left for the Australian goldfields, landing in Melbourne in 1856. He remained on the Ballarat diggings for two years, and then he went to the Kapunda Copper Mines, where he worked for several years. From there he removed to the Snowy River diggings but owing to illness was obliged to return in a few months to Kapunda. He went to Blinman, and remained there till the mines closed, when he left for Moonta, where he worked in the mines for about four years. He was forced to give up mining and conducted business as a general storekeeper in Moonta for eight years. Mr Jacka with his family, then removed to Willowie, where he had resided for the past seventeen years. During the first five years of this period he was engaged in farming, and in the remaining time he was in business in the township. While in Moonta he was a Councillor for some time, Mr Jacka was an active member of the Bible Christian Church, and at one time was a Iocal preacher. He was an enthusiastic Freemason, and was instrumental in having a Lodge formed at Kadina. The funeral took place on Saturday, and was very largely attended. There were sixty-five vehicles and several horsemen in the procession.
