Yes, these are surely the same person. However, merging them will need to be done very carefully, since each has somewhat different information. For example, he had two wives in one entry and one wife in the other. We do not want to remove any accurate information in the merge.
Shouldn't be a big problem. The only difference I see is death location which his death certificate list Dallas, Dallas, Texas as death location. I'm not sure where Dallas, Collin, Texas comes from. Both wives will be carried over on the merge. Both are documented with marriage and census records. After this merge there may be several more merges to make to get it all right. It has to be done one at a time.
