Oliver was born on May 22, 1901 at Oneida in Scott County, Tennessee. He is the son of William Jeffers and Emily Duncan.[1]
He passed away May 18, 1963.[2][3] He was buried in Scott Memorial Gardens in Oneida, Scott County, Tennessee, USA.[4]

Prominent Scott Countian, Dies In Cocoa, Florida - Mr. O. E. Jeffers, 62, a prominent Scott Countian, died of a heart attack in Cocoa, Florida, Saturday, May 18, at 11:25 am. Mr. Jeffers a partner in the law firm of Jeffers and Jeffers in Oneida had lived in Cocoa since 1960 when he and his wife, Margaret, purchased the LaMar Motel there. He frequently came back to the county to handle law cases during this time. Besides being a partner with his brother, Guy, in the law firm, Mr. Jeffers was President and Director of the Oneida Bank and Trust company; owner of the LaMar Motel in Cocoa, Florida; a member of the First Baptist Church of Oneida where he was teacher of the Men?s Bible Class for approximately ten years prior to him moving to Florida in 1960, and was teacher emeritus of this class; a member and past Master of Oneida Lodge No. 695 F & A.M.; a member and past patron of Sapphire Chapter No. 213 Royal Arch Mason; a Scottish Rite Mason and York Rite Mason and Shriner Knights Temple of Knoxville, Tennessee, at the time of his death. He was a former member of the House of Representatives from Scott, Campbell and Union Counties and a former County Superintendent of Schools of Scott County. He is survived by his wife, Margaret Jeffers, the daughter of Mr. and Mrs. Mike Chambers of Buffalo; one sister, Ruth E. Laxton and one brother, Guy C. Jeffers, both of Oneida, Tennessee. Several nephews, nieces and many other relatives and friends. The family received friends and relatives at the West Funeral Home on Tuesday from 7 to 9 p.m. The funeral was conducted Wednesday from the First Baptist Church in Oneida with the Rev. Lewis Bratcher officiating. Members of the Oneida Lodge No. 695 F. & A.M., Men?s Bible Class, Attorney General J. H. McCartt and all member of the Scott County Bar Association were honorary pallbearers. Masonic service at the grave. Burial was in Jeffers Cemetery with West Funeral Home, of Oneida, in charge.
