Herbert Joiner was born in Hertfordshire, England.

In the 1900 census Herbert (age 40), Clerk Office, was living with his wife Lizzie in Indianapolis, Marion, Indiana.^[3]

He did aged 45 in Indianapolis, at 851 Edison Avenue, his wife was the informant. ^[4]
