James was born on 10 May 1789 in Monongalia County, Virginia,[1] the older of at least two children of John and Eleanor Hoult Jolliffe.
On 11 December in Monongalia County, he married Mary Drusilla Prickett, the fifth child and third daughter of Jacob (Jr.) and Jemimah Kendall Prickett.[2][3] They were to have ten children.
At some point they are thought moved to Edgar County, Illinois, and James died there on 15 Jul 1844 of unknown causes at the age of fifty-five.[4] Since he was still in Virginia in the 1840 census, they must have moved after that date.

James H Jolliffe appears in the 1840 United States Federal Census living in a household of ten persons, four of them under twenty. All could read and write except for one person, probably James's wife. Three persons were engaged in agriculture, probably James and his two oldest sons.
