Minnie was born in 1933 in Schaal, Arkansas to Curtis and Haller (Halla) Jones.
Minnie attended Philander Smith College in Little Rock, Arkansas. While attending college, Minnie Lee Jones her name to Minnie Jocelyn Lee.
She married Oliver Elders, a high school basketball coach.
In 1987, Jocelyn Elders was appointed by then Governor of Arkansas, Bill Cllinton, as the director of the state's Department of Public Health.[1]
