She was born about 1760 and Broad Creek Hundred, Maryland (later Delaware). [1].

Isabel's birth date is unknown. Her first child was born in 1776 and her last child in 1802. Assuming she had her first child no younger than 14 and her last child no later than 50, she was born between 1752 and 1762. I have selected the midpoint.
After an extensive search for Isabel's parents, I have more information but nothing substantial. I am listing some of the possibilities.
1. Samuel Jones and Isabell Douglas. Mary Brantford in her book, "Some Betts family records : Delaware, Georgia, Alabama, Mississippi, and Texas Records", states that Isabel's father was named Samuel and came from Wales. She also states that Isabell had a brother named James. A Samuel Jones and Isabell Douglas were married 19 Feb 1748 in St. Paul's Parish, Baltimore, Maryland. Isabel Jones Betts lived with Samuel, Jr in Delaware which borders Maryland. Families often named children after both parents. An Isabell [Isabol] Jones is on the 1790 census for Queen Annes County, Maryland. Possibly the Isabel who married Samuel Jones. The next line in the census was a David Jones.
2. Benjamin Jones and Johannah Perry. In nj3568.FTW the researcher states that the James Jones who married Mary Whaley and lived in Jackson County, Georgia is the child of Benjamin Jones and Johannah. Samuel Betts Jones in a letter to the family in 1840 stated that the James Jones who died in Jackson County and Isabell, the first wife of Samuel Betts, who may have also died in Jackson County were siblings. Samuel Betts Jones' father is Samuel Betts and was still living at the time.
A copy of Benjamin's will lists 6 daughters, Ann Young, Cathron (Catherine) Noles, Elizabeth Beard, Jane Darnall, Saraham Jones and Susannah Jones. Isabell had her first child July 1775. His will is dated June 15, 1776. To make this work, if Saraham is Isabell she would have been an unmarried mother Benjamin wrote his will or Samuel had a first wife or there is something wrong with the dates, or....
Lisa Barker Cumby in her genealogy named "Lisa Barker Cumby" states that "Sarah Jones was the daughter of Richard Jones of Granville/Bute/Warren County, North Carolina. His will lists a daughter as "Sarah Gilreath." However, some researchers believe that the Sarah Jones who married William was Saraham Jones the daughter of Benjamin and Johannah Jones. Their daughter, also named Johannah, married William's brother, John Gilreath. The question is further complicated by the fact that a James Jones, on December 3, 1779, signed the bond for the marriage of William Gilreath, Jr. and Sarah Jones. Benjamin and Johannah Jones had a son named James who would have been about the same age as William Gilreath, Jr."
3. Jacob Jones and Rachel. Sherry Peterson in Cahill/Hawkins, Nov 23, 2002 (Ancestry.com) states that James Jones and therefore we can assume Isabel's parents are Jacob Jones and Rachel. In 1791, a Jacob Jones was in Wilkes Co, Georgia A Jacob with a wife named Rachel died in Greene Co, Georgia in 1791. In 1800, a Nehemiah and a Jacob Jones are listed in the Broad Creek Hundred, Sussex Co, DE census. Samuel and his family came from this area.
4. Joshua Isaac Jones and Isabel Norman. Joshua Isaac Jones and Isabel Norman had a son named Thomas who lived in Georgia. They also had a James but he is said to have died in Tennessee. Samuel and Isabel Jones Betts named a child Joshua and one Isaac.
