Phebe was born in 1773 to Philip and Mary (Peters) Judd.[1][2]
She married Comfort Hayes and they lived on a farm in the area of Strafford, Vermont.[1] In the fall of 1807, she and Comfort, together with the families of Comfort's brother Eleazer and her brother Liberty, relocated to western New York.[1] Nearly 30 years later, around 1834 to 1836, the family moved again, this time to Erie, Pennsylvania.[3]
