Arthur was born about 1921 in Victoria, British Columbia, Canada, the middle of three sons. He was the son of Chinese immigrants Jung Yick Ching and Elizabeth Chan.

Arthur joined the RCAF (Royal Canadian Air Force) during the Second World War and was stationed in England with Bomber Command. By the end of the war, he had completed 30 nerve-wracking missions and was promoted to Flight Lieutenant.[1]
He married Vivian Sing on August 12, 1946 at Chinese United Church in Vancouver British Columbia. He was 25 years old, a bachelor, Protestant, merchant-grocer and his parents were Yick Ching Jung and Elizabeth Chan. His residence at the time was 379 East 7th Avenue. She was 22 years old, a spinster, Protestant, school teacher and her parents were Sing Chan and Katie Louie and her residence was 736 Gore Avenue. Witnesses were Douglas Jung and Margaret M. Yip.[2]
After the war, Arthur became a commercial pilot and died at the age of 51 on January 2, 1973 doing what he loved, flying - in a tragic accident near Edmonton, Alberta.[3]
