Joseph was born in 1868[1]He married Elizabeth Houlton (his first cousin) in 1892[2]Joseph passed away in 1911[3]
On the 3rd of November, 1900 he was one of the police constables that accompanied Jimmy Governor in the police lauch Argus, after transferring from the coastal steamer, Electra, for conveyance to Darlinghurst Goal. Jimmy Governor was described as a model prisoner. Even wearing one of the Police constables cap for a while (Joseph's?).
The death occurred on Monday of Constable Joseph Kemp, of the Water Police force, after a brief illness. The deceased was a moat popular officer, and had been for many years stationed in Newcastle - where he was favorably known - before coming to Sydney. For some time past he was chief engineer on the police launch Argus, and was generally well liked in shipping circles. Deceased was a brother of Peter Kemp, ex-champion sculler, and of Messrs Edward and William Kemp of the Hawkesbury River.
