During 1847-8 Ralph was a pupil at Wilhelm von Fellen berg's Pestalozsian school at Hofwyl, near Berne
On 14 November 1860, Ralph received a Royal Licence from Queen Victoria to take the name of Milbanke instead of King, and to quarter the arms of Milbanke with that of King. This was to comply with the will of his maternal grandmother Anne Isabella née Milbanke. The announcement was made in the London Gazette of 30 November 1860. [1]

The Queen has been pleased to grant unto Ralph Gordon Noel King, Esquire (com-
monly called the Honourable Ralph Gordon Noel
King), second son of William, Earl of Lovelace, by
Ada Augusta, his wife, only child and heir of
George Gordon, Baron Byron, of Rochdale, in the
county palatine of Lancaster, deceased, by Anne
Isabella, his wife, only child and heir of Sir Ralph
Milbanke, of Halnaby, in the North Riding of the
county of York, and of Seaham, in the county
palatine of Durham, Baronet, sometime representa-
tive in Parliament for the said county of Durham,
also deceased, Her Royal licence and authority
that he in compliance with a proviso contained in
the last will and testament of his maternal grand-
mother, the said Anne Isabella, Baroness Byron) henceforth assume and take the surname of Mil- banke, instead of that of King, and bear the arms
of Milbanke quarterly, in the first quarter, with
those of King, such arms being first duly exempli-
fied according to the laws of arms, and recorded
in the Herald's Office, otherwise the said Royal
licence and permission to be void and of none
effect;
And also to command that the said Royal con-
cession and declaration be registered in Her
Majesty's College of Arms.
