In the words of General Freyberg, Howard was "a born soldier". At the age of 14 he discovered military history and at the age of 18 he volunteered for active service in the First World War. In the 1st Canterbury Regiment he took part in four attacks on the Somme during the autumn of 1914. He was repatriated after being seriously wounded in the right arm.

He qualified as a solicitor in 1920.

At the start of the Second World War he held the rank of Lt-Colonel and was given command of the first South Island battalion. He led the 2nd New Zealand Division through the fighting in Greece, Crete and Libya. After being wounded in fighting at Bel Hamed in Nov 1941, he became brigadier commanding the 5th Infantry Brigade.

He was awarded a D.S.O. for his efforts at El Alamein and in 1943 was awarded a bar to his D.S.O. On 2nd Mar 1944, Major-General Kippenberger stepped on a mine and had one foot blown off and the other amputated owing to severe injuries.

He returned to New Zealand in 1946.
