Laughlin-399 and Laughlin-285 are not ready to be merged because: I can find no record for Clifton. In the 1900 Census, his mother says that she bore two children, both of whom were living. I'm 99.9% sure that Clifton was a slip of the wrist and this record refers to Clinton Laughlin, but he could also be a twin who died at or near birth.
