Frederick Spencer Law was born about December 26, 1847 in Poplar, Middlesex, England, United Kingdom, son of Richard Law (1800–1848) and Sophia Jane Editha Basden (1815–1903).

Frederick married Bertha Richardson (born on March 18, 1852 in Manchester, Lancashire, England; daughter of Charles Richardson and Mary (Holgate) Richardson).
