Effie was born in 1878. She was the daughter of Hiram Leach and Hannah Hopkins. She was living with parents and two sisters in 1880. She married Philip Erwin Power in 1894. Some records say his father was from Germany and others from France. In 1900 she was living in Orland with husband Philip and 2 children. She was divorced from Philip Power before 1910 when she was living in a boarding house. She died in 1918 of tertiary syphilis. In 1940 Philip Power was in the Hancock County Jail.
