I believe this is the same Emma Lock, but is a late registration. Registration of birth, marriages and death was new in the UK beginning in 1839 nationwide.
As mention in William Lock (1805-1875) profile he ran and probably owned the Harrow Inn. Apparently Emma inherited the property and she and Henry operated the business, lived there and had children.
