Eugenio was born on 19 November 1818 In the Presidio de Santa Barbara in Alta California, Nueva Espana. He is the son of Jose Miguel deLugo and Maria Ysabel Fernandez.
Eugenio married Maria Concepcion Pico on 27 February 1850 in the Presidio de Santa Barbara. They did not read the three bans for the marriage "dispensadas las tres proclamas". The bride's parents were the late Miguel Pico and Casilda Zenova. Maria had been married previously to Francisco Bermudes. The witnesses were Maria Lugo and Pedro Valdes. By the time of the marriage, Eugenio's father Josef was deceased.[1]
